SMM November 14:

The SMM weekly operating rate for secondary lead in four provinces was 48.24% from November 7 to November 13, 2025, down 2.41 percentage points WoW. This week, the operating rate in Anhui increased as local smelters ramped up production after resuming operations. In Henan, environmental protection-related controls affected raw material arrivals, leading to a decline in waste lead-acid battery dismantling volume and a drop of 7.94 percentage points in the regional operating rate. Production changes at smelters in Jiangsu and Inner Mongolia were relatively small. Lead smelters in Central China indicated that if environmental protection-related controls are lifted this Saturday, waste lead-acid battery dismantling volume may increase slightly next week. A large lead smelting enterprise in North China stated that current raw material arrivals can sustain 60%-70% of production, and if enterprise raw material inventories are depleted, there is a probability of production halts for maintenance in late November. In summary, secondary lead smelter production remains uncertain due to raw material arrival conditions. As lead prices fluctuate at highs, smelters maintain production enthusiasm, and SMM expects the secondary lead operating rate to remain relatively stable next week.
